MCS data header might be 7 or 8 bytes long, depending on the length.

To reduce confusion a bit rename MCS_SEND_DATA_HEADER_LENGTH to
MCS_SEND_DATA_HEADER_MAX_LENGTH and also rename other defines that use
MCS_SEND_DATA_HEADER_MAX_LENGTH.
