6b36c6d417
Replace fopen and path functions with wrappers (#7043) 
Functions like fopen, PathFileExists, PathMakePath need to call
the wide character versions on windows for utf-8 support.

3d487d0718 Fixed #5093: Try to read timezone from java TimeZone first 
persist.sys.timezone property might not exist, try to get the
timezone identifier from the java class first.

6a2d49e0ed Simplified timezone update handling: 
* Fix #4965: Adjusted the timezone update script to initialize
  structs properly.
* Updated the scripts to generate the files directly
* Added a small HOWTO
* Split zone information to separate files to allow automatic
  update without further manual editing.

Create a timezone.c file that does conform to C rules.

52fbfb7b12 fix clang warnings, directly include wtypes.h (#4097) 
* build: clang use -Wno-unused-command-line-argument

With clang 5.0 builds are quite noisy otherwise.

7075353417 winpr: fix regression in timezone detection 
ConvertToUnicode can't be used if the destination is a static buffer.
StandardName and DaylightName were invalid and timezone
redirection didn't work.

This regression was introduced with PR #3151

6a49bcfe40 winpr: always build "monolitic" 
winpr is now always build as single library.
The build option MONOLITHIC_BUILD doesn't influence this behavior anymore.

The only exception is winpr-makecert-tool which is still build as extra
library.

This obsoletes complex_libraries for winpr.

7d2f96e84f Fixes timezone API definition issues on Windows 
GetDynamicTimeZoneInformation, SetDynamicTimeZoneInformation and
GetTimeZoneInformationForYear are provided by the Windows SDK accordingly
with ethe MSDN cocumentation for SDK with versions above 7.1A.

Those functions are incorrectly included by the 7.1A SDK if _WIN32_WINNT
>= 0x0501 instead of _WIN32_WINNT >= 0x0600.

The issue arises when building with an XP compatible toolset (e.g.
v120_xp).
