The settings for these defines are public, but these settings cannot be
properly used, when the respective defines are not public too.

* Add new settings for previously ignored capability options
* Store raw capability data in settings for later use
* Add function to extract settings from raw capability data
* Split capability read/write from client/server logic (e.g. enforce
limits, ...)

Fixed tpkt header length checks.
...
TPKT header length and consumption of data was not consistently
checked. This adds checks after each packet processed and fixes
any inconsistencies found.

Added FREERDP_LOCAL
...
CMake 2.8 does not support default visibility on windows.
To allow building tests add the FREERDP_LOCAL define for each
function that is internal to FreeRDP.
When build with testing these functions are exported and available
for use by tests.

Implemented horizontal wheel support.
...
Horizontal mouse wheel input capabilities are now checked
and if available mouse buttons 6 and 7 are mapped to the
horizontal wheel for the X11 client.
