Update README.md

* pkg-config and git packages were missing
* Install repo through repositories on Ubuntu 18.04 (not in repos for
  20.04)
* Ubuntu 20.04 does not have a `python` executable, so repo needs to be
  patched
* Add rpm pre-built package for RHEL
