Fix issue with RosterData::Refresh() resulting in a B_LOCALE_CHANGED broadcast, and Deskbar looping. Add a global boolean gLocalizedNamePreferred to avoid calling BLocaleRoster::Default()->IsFilesystemTranslationPreferred() too often from Model instances.
