radeon_hd: Tune AtomBIOS failure threshold

* Fixes edge cases of AtomBIOS parser failing
  before there really was a problem.
* Hopefully resolves the rest of the random
  failures and #5722
* If this doesn't work, I'll rewrite the parser
  to use jiffies (snooze)
* Thanks for all the testing Disreali!
