pci: Implement probing and config r/w for grackle
Based on Motorola MPC106 User Manual and NetBSD's src/sys/arch/macppc/pci/grackle.c 1.11. The MPC106 apparently deviates by requiring the E (enable) bit set to 1 for config read/write to work. git-svn-id: file:///srv/svn/repos/haiku/haiku/trunk@38344 a95241bf-73f2-0310-859d-f6bbb57e9c96
