NetBSD/tools/lorder/Makefile
apb bcc847fb86 Use ${TOOL_SED} instead of just "sed" while building other tools.
Where sed is used in a != assignment, use
.if make(depend) || make(all) || make(dependall) || make(install)
to ensure the command doesn't run at "make obj" time when TOOL_SED will
not have been built.
