macallan b5ffed7530 enable FAST_SOFTINTR support for all ports that use powerpc/pic/ 
This has been successfully tested on macppc
TODO:
- ibm4xx needs to be adapted
- SMP doesn't work yet, 2nd CPU crashes when trying to leave the idle loop
