sommerfeld d6bfb9f33e Fix LP64 glitch which resulted in xntpd attempting pass excessively ...

large offsets into adjtime().  (bug reported in PR7602).

It's fairly clear that this is not the only lp64 glitch in the code,
but this is a biggie.
