makes {MK,HAVE_}BINUTILS consistent with {MK,HAVE_}{GCC,GDB}.

Allow MKBFD to defines MKBINUTILS as a backwards compatibility hook.

Update the sets lists and add conditionals for lib{bfd,opcodes}.
