itojun c8df79fc84 do not call wrefresh() uncondintionally from wgetch(). call it only ...

when the window was touched (is_wintouched()).
the previous behavior damaged existing applications, especially when it issues
lots of subwindow manipulation and mvcur().

it was introduced in 1.23 -> 1.24 or sometime before.
