eeh 3b51289caa Revamp interrupts again:
Fix a bug causing interrmittent panics in interrupt dispatch.
	Use interrupt vectors for softints.
	Add a new send_softint interface.
	Improved D$ flushing.
	Improve traptrace and other debugging enhancements.
