Move strip(1) flags into a separate variable, so that $STRIP can

be passed to subordinate make(1)s. Remove $TOUCH. Add HOSTED_CC,
HOSTED_CPPFLAGS, and HOSTED_CFLAGS, and use them when depending genassym.
