59511dc318 For Kerberos libraries which existed both in MIT and Heimdal and the 
MIT shlib major was larger, bump the Heimdal shlib major to MIT major + 1,
so that exising installed programs using MIT libraries will continue to
function after the transition to Hiemdal.

c39575e265 sweep of my licenses for consistency. (no functional changes) These 
files have copyright held by people in addition to myself.  (I did the
original work, they copied it, enhanced it, and added their copyright
to the derivative work.)  Their approval has been given re: the license
change.

92e64a4a0d sync with almost-latest KAME IPsec. full changelog would be too big 
to mention here.  notable changes are like below.

kernel:
- make PF_KEY kernel interface more robust against broken input stream.
  it includes complete internal structure change in sys/netkey/key.c.
- remove non-RFC compliant change in PF_KEY API, in particular,
  in struct sadb_msg.  we cannot just change these standard structs.
  sadb_x_sa2 is introduced instead.
- remove prototypes for pfkey_xx functions from /usr/include/net/pfkeyv2.h.
  these functions are not supplied in /usr/lib.

setkey(8):
- get/delete does not require "-m mode" (ignored with warning, if you
  specify it)
- spddelete takes direction specification

045f0427b1 Don't segfault when complaining about an invalid single-character option. 
When complaining about a long option which requires an argument,
print the actual option, not some pointer-garbage.

(Hint: "%c" and "%s" are different.)

eaee8c445a Set the error code sanely in a few cases. 
When connecting to a version 2 portmapper, don't use the "udp" nettype,
since that includes udp on ipv6, but just use the "udp" netconfig entry
directly.

737db7ee0a The two unchanged interfaces (svc_create and clnt_create) resulted 
in sockets bound to reserved ports in the old code. Since old binaries
will still expect this, always try to bind to a reserved port in
clnt_cli_create and svc_tli_create, unless we're already bound.

1116e111be - remove NLM4_NULL proc, rpcgen will do one for us (which works better :) 
- add a procedure NLM_SM_NOTIFY (in version 0), used by statd to send
  notifications to lockd.
