jtc e3981ea214 UUCP config files live in /etc/uucp, not /usr/lib/uucp. 
This file needs a lot more work.

jtc 468f4334b4 misc cleanup: 
use getopt to parse command line arguments.
  use err(), errx(), etc. for error messages.
  include appropriate header files for function prototypes.
  return 0 on successfull exit instead of dropping off the end of main().

jtc 31e884ea51 Vixie uses curly brackets instead of square brackets to indicate 
command line arguments are mutually exclusive.  But I'd like all
NetBSD programs/manpages to be consistant with each other.
