084c052803 quell GCC 4.1 uninitialised variable warnings. 
XXX: we should audit the tree for which old ones are no longer needed
after getting the older compilers out of the tree..

0c37c63edc change (mostly) int to socklen_t. GCC 4 doesn't like that int and 
socklen_t are different signness.

f7e488f953 Don't attempt to use an uninitialized variable when there's no interfaces.

254aabe783 There was a change from usecs to nsecs between ntpd 4.1.1 and 4.2.0 - 
take this into account correctly.  From ntp-current via Brian Buhrow
in PR#29685.  Approved by christos.
