njoly 90b3c9e789 High Precision Event Timer driver, following Intel specifications. 
Allow attachement at both ACPI (hpet@acpi) and AMD8111 LPC Controller
(hpet@amdpcib).

Requested by xtraeme, and tested by a few users.
