christos 7dfca7604a - Rename util.c and util.h to fsutil.c and fsutil.h to avoid conflict with 
<util.h>
- Change checkfstab so that the checkit function takes the name of the
  mount point too (needed by quotacheck).
- Remove globals debug, verbose and preen
