Define "TARGET_PAGE_SIZE=0x2000" so the linker uses an 8KB pagesize
instead of the 4KB default.

New parameter file for m68k-elf on NetBSD.
This is basically a copy of the stock "m68kelf.sh" file, with
TEXT_START_ADDR set to something a bit more reasonable for NetBSD.
