add getifaddrs(3) from bsdi4, as mentioned in tech-net (in SIOCGIFCONF
related thread).
this will save future apps from complexity of SIOCGIFCONF.
getifaddrs(3) does not use SIOCGIFCONF internally, it uses sysctl.
