X server may have done with the keyboard state. X11R6 was changing the
keyboard modes, which were not compatible with the lk201 keyboard handling
in NetBSD.

- Don't bother enabling ISR driven packet queueing on device open. It doesn't
work for the PXG due to severe dainbramage on the part of DEC and doesn't
work properly on the 3min due to the spl stuff being a mess.
+ Add a quirk table.
+ Assume all else is a modern drive that can do variable block
lengths (this is the main reason for this work - the old driver
only ever seemed to write 512 byte blocks!).

atomic drop-to-softclock semantics that the old splsoftclock() provided,
and update calls accordingly.
This fixes a problem with using the "rnd" pseudo-device from within
interrupt context to extract random data (e.g. from within the softnet
interrupt) where doing so would incorrectly unblock interrupts (causing
all sorts of lossage).
XXX 4 platforms do not have priority-raising capability: newsmips, sparc,
XXX sparc64, and VAX. This platforms still have this bug until their
XXX spl*() functions are fixed.

The keyboard division table is modified to place the Right-Shift keycode
into division 6 along with the Left-Shift and Control. A corresponding
change to the X server lk201 keyboard handler is also required.
This got lost when disk geometry processing was updated.
Also move the CDROM check from rzread() to rzwrite() - it doesn't make
much sense to report a read-only filesystem error when trying to read a
CDROM.
struct scsipi_adapter; they were not used.
Add a scsipi_ioctl entry point to struct scsipi_adapter. This will be
used to issue ioctl commands to the host adapters.

to acdess the registers. Also, the console max_rows is based on the
display height, not the width.
