As of POSIX.2, getopt returns -1 instead of EOF on error. Changed the code
to match just in case someone changes the value of EOF.

Added setlocale(LC_ALL, "") --- all POSIX.2 utilities are supposed to
do this --- although this won't change the behavior of this utility
until we have message catalogs implemented.
