enable rnd device. they are now mandatory for ssh/sshd support,
so it makes more sense to enable it.
please disable them if there's any issues, but in that case, in-tree
ssh/sshd won't work.

move "options PULLDOWN_TEST" into sys/sys/mbuf.h (in #ifdef _KERNEL),
as it is no wthe default setting for everyone.
the reason we still use the name "PULLDOWN_TEST" while it is now default:
kame code sharing.
