Move signal management code common to all PowerPC platforms (sendsig(),

sigreturn(), sigcode) to a single place in the shared powerpc directory.
(The struct sigcontext etc. definitions were already being shared.)

Leave `mandatory' flags (like -msoft-float which on m68k enforces no
