Make almost all tools compile and run properly on non-NetBSD hosts. (In
particular, most tools now run correctly on Solaris 7.)

- Replace pwcache(3) if necessary (pwcache_userdb(3) is checked for).
Tested on -current and 1.5.3.
- Wrap some long lines.

Split compat definitions into a separate file so that autoconf
doesn't comment out #undef's that we want to keep.
