db71356cd1 - Change callout_setfunc() to require that the callout handle is already 
initialized.  Update the txp(4) to compensate.
- Statically initialize the TCP timer callout handles in the tcpcb
  template.  We still use callout_setfunc(), but that call is now much
  less expensive.  Add a comment that the compiler is likely to unroll
  the loop (so don't sweat that it's there).

cf43cdd268 g/c the MAKEDEV(.local)? substitution - it's not needed 
generate the .Xr commands for device manpage crossreferences directly,
we no longer need to replace 'foo(4)' in the source MAKEDEV.tmpl

replace other gensub() calls with equivalent gsub(), and fix output
for fdc (we want 3 1/2", 5 1/4" - not 3 1/2``, 5 1/4'')

add target translation for 'random' -> rnd(4) and 'scsibus#' -> scsi(4),
and fix typo in opms entry

f85d2d1c14 Use ${HOST_SH} instead of `sh'. 
If necessary, pull in <bsd.sys.mk> to get the definition of HOST_SH;
Makefiles that pull in one of (most of) <bsd.*.mk> will get this anyway.

5daa33014e Improve how build.sh -N and MAKEVERBOSE interoperate; 
rather than adding '-s' to make's command line in the makewrapper,
use the .SILENT target based on MAKEVERBOSE's value.

This means that you can do:
	./build.sh -N 1 makewrapper

	$TOOLDIR/bin/nbmake-$MACHINE
	#  runs at MAKEVERBOSE==1, with command lines suppressed

	$TOOLDIR/bin/nbmake-$MACHINE MAKEVERBOSE=2
	#  runs at MAKEVERBOSE==2 for this invocation, with command lines shown

130ab7336b Rework how MAKEVERBOSE operates: 
*	Don't bother prefixing commands with a line of  ${_MKCMD}\
	and instead rely upon "make -s".  This is less intrusive on
	all the Makefiles than the former.  Idea from David Laight.

    *	Rename the variables use to print messages.  The scheme now is:
	    _MKMSG_FOO		Run  _MKMSG 'foo'
	    _MKTARGET_FOO	Run  _MKMSG_FOO ${.TARGET}
