cgd 274cf3fbf9 move the secondary bootstrap down (to 0x20004000), and add a HEAP_LIMIT 
so that we don't exhaust our bootstrap address space (when using the new,
not yet checked in, memory allocator).

cgd c11ba5f711 key on ELF_TOOLCHAIN being defined (presumably in /etc/mk.conf) 
to signal that the build is happening on a machine with an ELF
toolchain.  This is temporary, until a better toolchain-recognition
scheme is worked out.

cgd deb4082f80 wholesale update from my NetBSD/Alpha source tree. Includes: 
Support for AXPpci CPUs,
	Support for AlphaStation 600 CPUs,
	new boot block structure, which requires an 'installboot'
	    program and works a lot like the NetBSD/sparc boot blocks.
