put RCS ids in the right place. And yes, this is a SYNC ppp interface,
used for high-speed (T1, HSSI, DS3) interfaces.

port FreeBSD's serial ppp layer to NetBSD. The PPP part seems broken still,
but the lmc driver uses the HDLC bits from here anyway.
