Fix two problems with the recent nsswitch changes to netgroups:
...
- The historic mode for netgroups was "files nis". Change the default to
this for when /etc/nsswitch.conf does not exist.
- The nis lookup dispatch was mistakenly conditional on -DHESIOD, not -DYP.
