- implement -C and -l for pax-as-tar, as inspried by GNU tar.

- minor cleanups to the options parsing code.
- add a cpio frontend.
note: a few GNU/svr4 cpio options are not supported yet (#ifdef
notyet), however all x/open ones are.

- Rename local warn so tty_warn that we can include <err.h> since this program

uses err() and errx().
- Fix printf format strings.
