Preparation for the future introduction of multibyte locale.

- To ensure binary compatibility for old executables
under multibyte locale, versioned setlocale is added.
- __mb_len_cur definision is added in setlocale.c
and enable it in stdlib.h .
It is also important for multibyte locale stuffs,
but I just forgot.

Merge a bunch of things from crypto-us and crypto-intl into basesrc,

adding support for Heimdal/KTH Kerberos where easy to do so. Eliminate
bsd.crypto.mk.
There is still a bunch more work to do, but crypto is now more-or-less
fully merged into the base NetBSD distribution.

Jean-Luc.Richier@imag.fr (INRIA IPv6/IPv6 RPC support). so it will be
portable across *bsd.
