Prevent RAM disk hooks from compiling until sun3 md_root.c can support
ram disk images that are read in from the outside.
Sync with some old local changes.

Fixed OBIO locators bug, so this can do the normal thing now.
Also improved handling of spurious interrupts, and sync up with
the sparc version.
