When USE_PIGZGZIP=yes, bsd.own.mk sets TOOL_GZIP=${TOOL_PIGZ},
so there's no need to test USE_PIGZGZIP in these Makefiles.

3) Change mkimage to build a boot-only image, without the root filesystems.
Much of the sshramdisk code could be reused on other ports easily.
