thorpej c4a72b6436 Centralize the definition of the tool name prefix (i.e. "nb") into 
bsd.own.mk, as the _TOOL_PREFIX variable.

thorpej 7c2121a815 Build makewhatis as a host tool, since it is used at the end of 
the build.

XXX Needs a -lz hostlib.
