Include <lib/libkern/libkern.h> instead of <sys/systm.h>.
(the former no longer has mem* prototypes).
Remove the b* vs mem* kludge.
This change allows standalone libkern to build on alpha again.

Allocating a byte-array and then accessing it as 32-bit integers just won't work
on any machine that has alignment restrictions.
