Remove the use of splimp() from the NetBSD kernel. splnet()
...
and only splnet() is allowed for the protection of data structures
used by network devices.

clear m_nextpkt at dequeueing a packet.
this is not needed in the current code but
requested by Lars Eggert <larse@ISI.EDU> for
their experiment to use altq for inbound processing.
