Make the coredump routine exec-format/emulation specific. Split
out traditional NetBSD coredump routines into core_netbsd.c and
netbsd32_core.c (for COMPAT_NETBSD32).

Add netbsd32_compat_14.c
Rename everything from compat_netbsd32 -> netbsd32 so we don't have silly
names like compat_14_compat_netbsd32_sys_shmctl().
