update copyright notice. mckusick says that Van signed the standard
Berkeley copyright assignment form, therefore the new license should
be on these files. I just copied in the notice that Kirk mailed me.
and the top, and then set the effective gid back to kmem around the call to
kvm_openfiles(). this reduces the time group kmem is available.
- for those above that also allow this, setgid(getgid()) after the call to
kvm_openfiles() to fully revoke priviledges.

While I'm here, do some long-overdue cleanup, including function prototypes,
and update for modern libkvm interfaces.
stats from the network interface struct, not their now-nonexistant
old locations. i came up with the fix, prompted by Rich Murphey's
solution, which simply removed the printing of those statistics entirely.
