Move the local "dependall" target to Makefile.dev, since not all subdir
Makefiles include Makefile.tty. Hint from seb.

There is no ${RPOG} or ${SCRIPT} in here, so bsd.prog.mk doesn't realy
build anything for the "dependall" target. Explicitily let it do the
same as the "all" target.
