pavel 4195ecc3d2 Make the port-specific changelog ($MACHINE/whatis) optional by using .pso
to call a shell script which outputs nothing if the file is not present.

Remove the "whatis" file for ports where it does not contain anything
useful and hasn't been updated for years. OK tsutsui@, hubertf@.

pavel afa2ab7f6c Clear the old list of changes (between NetBSD 2.0 and 3.0 releases) as a
preparation for filling the list of changes between NetBSD 3.0 and 4.0
releases. In some obsolete claims like "this is the n-th major releae of
NetBSD for the xyz platform" replace n by XXX.

briggs ed4b87656a Encourage readers who have "READ TIMEOUT@" errors on floppies to write
the floppy images on the drive that will be reading them.

briggs cdd0593dc3 Mention "READ TIMEOUT@" in conjunction with the floppy boot instructions
and point the reader at the "Common problems" section.  This is a really
common problem and will only get more common as floppy drives get older.

mbw e00fa819c1 Substantial overhaul which splits OF versions up for clarity. Much of
what was in prep is now in prep.OPENFIRMWARE.

prep now calls prep.OPENFIRMWARE twice.  The first time, it generates
documentation specific to Open Firmware 3 systems.  The second pass, it
outputs OF 1.x and 2.x specific stuff.  This makes it easier to follow
directions for a particular class of machines.
