jtc 2d8e874ad0 Moving gnats category files to /usr/share/gnats, as /usr/lib should only 
contain libraries.

cgd b824c41ce5 (1) add send-pr.1 to CLEANFILES 
(2) use ${COPY} where appropriate for install, so we don't blow away targets
	(or sources!)
(3) use ${.CURDIR} to find categories.
