Overhaulled cpu_reboot(). Junked all the boot action garbage and just use

howto to dictate what operations to perform.
Removed support for calling the deprecated kshell stuff.
Cleaned up a few bits of dead code and renamed rpc_sa110_kickstart() to
rpc_sa110_cc_setup().
