2aa817e4cf Update one item: Run-time changeable limits to SysV IPC.
The code is already there (see sysctl kern.ipc), it will be
available for 4.0.

d5a94c1472 utilize -> use
"utilize" is an abomination. It means exactly the same thing as "use",
but it is longer and more cumbersome. I removed almost all of the
instances outside of dist files a long time ago, but this file ended
up with a few since then.

e7f3d9c081 Put some developer names besides the roadmap tasks and projects, where
feasible and known. Also put a best guess estimate of the NetBSD release
version which the task/project is aimed at.

5a695fd1fd Add a roadmap that's kind of a cross between a todo list and a roadmap.
This is present as a guide for developers.  It is meant to be maintained
by the community with some guidance by core.
