Track make(1) build simplifications.

Instead of adding MAKE_BOOTSTRAP for hosted environments, i.e., when
you want things simple, instead add MAKE_NATIVE to get those hugely
important features like __RCSID().
Also, get rid of a now-unneeded -I.

Break out make(1) bootstrap config into an autoconf-based mechanism that
...
generates a shell script. Check for existence of POSIX regex, and make
sure an appropriate library is pulled in for it as needed.
