ukbd: Condition probe-time verbosity on USBVERBOSE

Previously, this driver switched on more verbose messages based on
DIAGNOSTIC.  But, the messages weren't about an impossible-to-reach
condition, just extra keys.  Change the condition to USBVERBOSE,
documented as serving this purpose.
