New kernel configuration for use during Cobalt netboot or as a rescue kernel
image. The idea is to keep INSTALL as small as possible (XXXVERBOSE options are off, no IP filtering, SCSI support etc.) to shoehorn into size limits imposed by the Cobalt's firmware and to have full-blown GENERIC kernel which uses NetBSD bootloader anyway.
