Implement LIBSA_NO_FS_CLOSE, LIBSA_NO_FS_WRITE and LIBSA_NO_FS_SEEK. 

LIBSA_NO_FS_SYMLINK and LIBSA_FS_SINGLECOMPONENT are irrelevant here.
