make CRTSCTS be one bit wide, and define CRTS_IFLOW and CCTS_OFLOW 

in terms of it (for compatibility).  CRTSCTS == "bidirectional
RTS/CTS flow control".  CRTS_IFLOW and CCTS_OFLOW are mostly-unused,
and will go away eventually.
