Make COMPAT_xx imply all later COMPAT_yy. (COMPAT_09 implies all whereas

COMPAT_14 just implies COMPAT_1[56]).  This means COMPAT_xy implies NetBSD
compatibility for NetBSD x.y OR LATER.
